Don't know, but if i was to have a guess i would think it was something along the lines of Urban Sub District, someone will be along to sort it for you i am sure.JJC.

It defines that it was a town, not the countryside .
Urban Sanitary District rather than Rural Sanitary District.

I’ve seen the same question on another forum or quiz somewhere recently.
