I was watching a video on YouTube of an American trucker, not complying with a request from a Dept. of Transport officer to help him check his lights, brakes etc.

Are drivers in the UK legally obliged to help any agency in the performance of their duties, Tom? It was contended that if the driver did assist the officer, he may incriminate himself. Here's the video.

Over here, DVSA do the inspections, the way it works, the patrol car spots its target, puts "follow me" on the light bar and takes the wagon to the inspection station. The driver then jumps out and the vehicle examiner checks the wagon. They normally have an assistant to help with the inspection so the driver doesn't get involved. Just incase they try to hide incriminating evidence. It is an offence not to comply with the inspection and can have serious consequences for both the driver and the drivers employer.
