Hi arejan,
Welcome to the forum.
I don't know any stories about the pub, it is listed in 1911 and 1938 directories at 51 & 53 Bankhall Street it was the Bankhall Hotel back then!

The hangman`s is the hotel where the hangman for the jail used to stay when he came to Liverpool to do his business. In those days before Walton jail was built executions were public and attended by vast crowds. The old jail and its gallows which were outside were close by and stood where the railway now runs between Stanley and Melrose roads.

There is a great book by Tod Sloan called The Treadmill and The Rope, all about Kirkdale Gaol.

I've heard some strange stories about the place and wondered whether they were true.
